Self-reliance is a survival imperative. The call for Atmanirbhar has several dimensions. For MSMEs it means the twin objectives of producing for local consumption and also producing for exports. For Hi-Tech it is a question of national security as well as global leadership. In a world dominated by big-tech, India has to lead and not be digitally colonised. The wireframe of governance needs to be strengthened at all three levels of center, state and local bodies.

This is imperative for pushing the Atmanirbhar agenda as policy, implementation, finances and success are all dependent on governance. Keeping this in mind, the 65th SKOCH Summit tries to show the path towards the light at the end of the tunnel.

The two important aspects in making MSMEs Atmanirbhar involve locally manufactured import substitution for domestic consumption and make in India for export. Atmanirbahar package that has been announced has taken several steps in this direction including reserving all tenders of less than 200 crores for Indian companies to help MSMEs. The discussion examines the following areas:

  1. Are the announced policy interventions having the desired impact?
  2. What new instruments and interventions are required to meet the two Atmanirbhar goals for MSMEs?

Prime Minister Modi recently gave a clarion call to ‘Go Vocal with Local,’ we grabbed the opportunity at that time itself to paraphrase this to ‘Go Global with Local.’ Time and the unfolding situation at our borders bears out the importance of this slogan.

Specifically in the area of all forms of electronics, semi-conductors and hi-end technology, our dependence on imports from China is very pronounced. From time to time there have been initiatives like ‘Make in India’ under which electronics manufacturing did move ahead. Now is the time to make a concerted effort. There are two panels in this session, the first features a serial entrepreneur who needed to go to Singapore to succeed for all three ventures. It also features a start-up that has managed to develop a cutting edge chip in India but needs help to get samples fabricated.

The second panel features Swadeshi Jagran Manch and SITARA that have argued for supporting local high-tech for long. The panel is moderated by Dr. Deepak B. Phatak a Padma award winner for his pioneering work with technology. The panel is expected to return recommendations on what needs to be done to ensure Indian leadership in Hi-Tech.

Amit Gupta is Director, IndoCan Honey Pvt. Ltd. – company dealing with processing and export of Indian Natural Honey, since 2015.

Amit is a visionary and in few years from setting up state-of-art facility to hiring best of the talent, he has managed to excel in honey business, processing more than 10,000 MT annually and majorly exporting to US, Canada and Middle East.

Prior to venturing into export business as an entrepreneur, Amit worked in corporate sector for 25 years in various senior positions. Amit was a Director and Head – Technology Infrastructure with Fidelity Investments. During his tenure with Fidelity, he built strong relations and tie-ups with his customers across US, Europe and Asia. He strongly believes that ‘people leadership’, ‘relationship management’, ‘eye for detailing’ and ‘strategy execution’ is key differentiator for any successful and profitable business.

In previous roles, Amit worked with Indian software major – HCL Technologies where he worked with major clients across US, Europe, Japan and Australia. Amit also had an opportunity to work in US, UK and Europe.

Amit holds Engineering degree in Electronics and Telecommunication from Delhi University and has multiple industry accreditations.

SUGGESTIONS FOR MSME REVIVAL RELATED TO FOOD (HONEY) SECTOR

  1. To revive exports from India, more incentives should be announced in addition to MEIS scheme. Indian currency has only depreciated by 10% in last one year whereas the currency devaluation in competing countries for honey has depreciated by 35-40% thereby reducing India’s competitiveness in global markets.
  2. Labor pool and registration should be created at a national level based on Aadhar ID. This should be made available to MSME’s for them to hire labor from this pool and a minimum wage decided by government for different categories. This would help industry in hiring of labor without any middleman, labor getting direct jobs,
    government having complete information of employment, migration labor status. In addition, it would be good if all employed labor is insured by government at a central level.
  3. Though government has made claims regarding GST refunds but the same has not been done and it should be fast tracked atleast for exporters where there is minimal check required.

Smita Purushottam, Ambassador (Rtd)

Smita Purushottam served as Ambassador to Venezuela (Jan 2012 – Jun 2015), Switzerland, Liechtenstein and the Holy See (Aug 2015-Oct 2017). In Switzerland, she transformed the sleepy bilateral relationship with 3 Summits held in rapid succession due to greater realisation of the benefits of a stronger partnership with the world’s No. 1 country in Innovation, international competitiveness, vocational education and environmental performance. Concrete progress was achieved on black money and Swiss support for India’s NSG candidature. Several investment commitments from high-tech Swiss firms were received during her tenure.

She also served in India’s missions abroad as Deputy Chief of Mission in the Embassy of India in Berlin, Minister (Political) at the High Commission of India, London, the Embassy in Brussels, and Language-trainee and Information Second Secretary at the Embassy of India, Moscow. She made unique contributions in her assignments. Her most formative experience was as Counsellor for Economic and Commercial Affairs at the Indian Embassy in Beijing, where she had the opportunity to see Chinese economic reforms first-hand, which she analysed and relayed back to India. She spent a year as Fellow at Harvard during 2000-2001 where she prepared a paper “Can India Overtake China?” (2001), in which she compared the two economies and their respective reform experiences; analysed the ongoing reforms in the Indian economy focusing on the telecom sector, aviation, privatization attempts and IT, and recommended building a strong manufacturing sector like China had. She emphasised the importance of embedded technology, now called the IOT, and predicted the success of the ongoing telecom sector reforms in India. Since then, her focus switched to China’s Science & Technology Advances and her publications focused on innovation ecosystems inspired by her study of China.

She served also as Joint Secretary at the Foreign Service Institute (MEA), New Delhi; Joint Secretary in the Integrated Defence Staff Headquarters in MOD; Director/Under Secretary (East Europe/Russia/Soviet Union) and SAARC, and Under Secretary (Bhutan) in MEA. She was perhaps one of the few people who predicted that Glasnost and Perestroika would lead to the unwinding of Communist Party rule in the USSR, which was ignored. She predicted the disruptive effects of China’s tech acquisitions spree and ODI for Europe’s technological base and even EU unity, all of which are coming true (the article was rejected as too speculative but that is exactly what is happening), and that China’s S & T advances contained a powerful challenge for India.

She also attended courses at the National Defence University, Washington in July-August 2002, and the Workshop on the Relationship Between National Security and Technology in China at the University of California, San Diego, in July-August 2013. She attended the High-Performance Leadership course at IMD, Lausanne in May 2017. She joined the Institute for Defence Studies & Analyses (IDSA), New Delhi in 2010, as Senior Fellow and also attended a few evening business management classes at VUB, Brussels. Her publications/ predictions regarding bridging the increasing gap in S & T with China have been validated by current developments. She also started the High-Tech Defence Innovation Forum and DIIA to promote high-tech indigenous science and industry, and also the Eurasia cluster to revive studies on this region.

She is founder of the non-profit Do Tank “SITARA”, a Science, Indigenous Technology and Advanced Research Accelerator, to bring increased vigour to the indigenisation of high-tech production and building a Science Nation in India.

She was member of the Board of Studies and Adjunct Professor (without remuneration) at the Bharatiya Skills Development University, Jaipur/ Dr Rajendra and Ursula Joshi Foundation, an organisation which she discovered and extended full support to during her stay in Switzerland. BSDU is adapting the world-renowned Swiss vocational education system to Indian conditions.

Ms. Purushottam has been published widely in reputed journals and newspapers in India and abroad.

Varun Chatterji

Varun started his education in La Martiniere College, Lucknow and continued to join the B.Sc (Hons) course in Physics at St. Stephens College, Delhi University.

Finding few comparable opportunities in Computer Science in India (1999), Varun proceeded to leave St. Stephens College and join the National University of Singapore (NUS), in 2000, to pursue a career in Computer Science and entrepreneurship.

He was among the earliest batches of entrepreneurs emerging from the NUS startup ecosystem, an entrpreneurship effort that was being built and promoted by the Singapore government at that time (2005).

Varun was a member of the 3rd batch of the NUS Overseas Colleges (NoC) programme at Silicon Valley (NUS collaboration with Stanford University). The programme now has a presence in
Beijing, Israel, Lausanne, Munich, New York, Shanghai, Shenzhen, Silicon Valley, Singapore, Stockholm and Toronto.

After returning from the US, Varun teamed up with his fellow university mates and founded tenCube, which went on to become a pioneering company in the field of mobile security and was acquired by the US-based McAfee in 2010.

After working at McAfee to ensure the successful integration of tenCube’s core technology to form the new product -McAfee Mobile security, Varun once more had the startup itch.

Now on his third company, SeventhSense.AI, a deep tech AI company funded by the likes of 500 Startups and Capvista, THE STRATEGIC INVESTMENT ARM OF SINGAPORE’S DEFENCE SCIENCE AND TECHNOLOGY AGENCY (DSTA), A STATUTORY BOARD UNDER THE SINGAPORE MINISTRY OF DEFENCE, WHICH SCOUTS FOR DEEP TECH COMPANIES WITH POTENTIAL APPLICATIONS IN DEFENCE AND SECURITY, VARUN has found an intersection of his interest in security, Machine Learning and Computer Vision.

In both his first company and his second, Varun tried to engage with the Indian startup ecosystem.

In this session, Varun shall candidly share on what it would take to build startups that scale beyond India with local technology.

He shall also share on the competitive advantages/disadvantages of being an Indian startup.
